BELINDA MOLONEY

Belinda Moloney was elected to the Motorcycling Victoria Board in June 2022 and currently serves as Chair of the MV Constitution Uplift Committee.
Belinda brings more than two decades of experience across higher education, information technology, NFP and local government sectors. She has led complex reform and governance initiatives, including constitutional review processes, regulatory compliance oversight and large-scale stakeholder engagement programs. Her professional background demonstrates capability in strategic planning, financial stewardship and risk management within highly regulated, member-based environments. Belinda’s experience overseeing major public budgets and capital works programs as a former elected local Councillor strengthens the Board’s approach to accountability, long-term planning and community engagement.
She is a graduate of the AICD company director’s course and holds a Doctor of Philosophy, Graduate Certificate of Teaching and Learning, and a Bachelor of Information Technology (Honours).
A former national-level athlete and current multiple-sport competitor, Belinda is a keen motorcyclist, passionate about increasing women’s participation in racing and supporting inclusive, sustainable pathways into Victorian motorcycle racing.
JUSTIN MELLERICK
ROHIT MALHOTRA (RAJ)

Mr Rohit Malhotra is an experienced senior executive, legal practitioner, and board director with substantial expertise in financial and risk management across government, regulatory, and higher education sectors.
As current CEO of (Marasi Education t/as) The Victorian School of Commerce and formerly The Holistic Healing Company, and as a board member for multiple higher education start-ups, he has held responsibility for corporate governance, strategic leadership, and oversight of financial operations.
Mr Malhotra has guided risk and audit subcommittees, provided expert advice on regulatory compliance, and led the implementation of risk management frameworks in complex environments including the Adult Parole Board of Victoria and the Victorian Commission for Gambling & Liquor Regulation.
His roles have encompassed decision making, budget oversight, resource management, and the development of policies and procedures to ensure fiscal responsibility and mitigate organisational risk.
Mr. Mr Malhotra holds an Executive Masters of Public Administration from the University of Melbourne, and a Bachelor of Laws from the University of Western Australia further supporting his capacity for high-level financial and risk governance.
WAYNE McKAY

Wayne was elected to the board in May 2025 and currently serves as a director and a member of the Finance and Risk Committee.
He is an experienced executive and board leader with more than 40 years’ experience across the automotive, defence, health and packaging sectors. With a background in both mechanical engineering and business, he brings strong capability in strategic oversight, financial management and organisational growth. He is recognised for building high performing teams and for his commitment to effective governance, risk and project management.
Wayne has also held senior governance and community leadership roles, including Chair of Heathcote Tourism and Development, Chair of the Heathcote Hospital board, and Community Representative for the Murray Primary Health Network.
He is passionate about motorcycling as both a rider and an active participant in the sport. Currently he is a member of the Veteran Racing Motorcyclist Association of Victoria which both promotes and supports past and emerging motorcycle racers and teams.
