As of 1st July 2006, the new national Junior Coaching Program (JCP) comes into play, which will see a drastic overhaul to the way juniors (7 to under 16) obtain a junior competition licence.

The aim of the JCP is to improve rider safety through regular coaching and to maintain skills for all junior motorcycle competitors.

A junior rider wishing to obtain a junior licence must undertake:

  • A minimum of five (5) hours of coaching and the required modules by an accredited Motorcycle Sport coach.

    • Five (5) hours coaching when wishing to compete on a 125cc 2 stroke machine.

    • Five (5) hours coaching when wishing to compete on a 250cc 4 stroke machine.

  • As of 1st July 2007, all junior riders must undertake a minimum of five (5) hours coaching per year until they reach the age of 16.

  • The minimum of five (5) hours required to ride and 125cc 2 stroke and 250cc 4 stroke will count towards the minimum five (5) hours required per year.

  • A rider who is endorsed for a 125cc 2 stroke must receive separate endorsement for a 250cc 4 stroke and vice versa.

  • The coaching required for a junior to compete on either a 125cc 2 stroke or a 250cc 4 stroke can be undertaken three (3) months prior to the riders birthday which allows them to compete on either machine.

  • Maintain a Log Book of the coaching hours.

  • Riders in a coaching session must either have a licence as defined in GCR 3.1.2 or be undertaking the required coaching and assessment to obtain a licence. There cannot be a combination of the two in a coaching session.

  • A rider wishing to take out a One Event Competition Licence must produce their log book to demonstrate they have completed the minimum five (5) hour of coaching and passed the competency assessment.

Frequently Asked Questions

One Event Competition Licence - Is a Log Book required?
If a junior who wishes to take out a One Event Competition Licence and has previously held a One Event Competition Licence before 1st July 2006, they must obtain a Log Book by completing the Log Book Application Form and returning it with a copy of a previous One Event Competition Licence to Motorcycling Victoria.
 
What if a rider has already competed on a 125cc 2 stroke and/or 250cc 4 stoke?
If a junior has competed on a 125cc 2 stroke and/or 250cc 4 stroke before 1st July 2006 they do not need to undertake the five (5) hours required for them to compete on either machine.

If you have previously competed on a 125cc 2 stroke and/or 250cc 4 stroke you simply need to take proof (race results, race program etc) to your next race event. Produce the proof forms at sign in when you show your Log Book and have the Official record and sign it in the 'My Coaching Notes' section of the Log Book.

Those riders who have not raced either 125cc or 250cc machine before 1st July 2006 need to undertake five (5) hours of coaching on the class of machine they wish to ride. If they wish to compete on both machines, they will need to complete five (5) hours coaching on each (10 hours on total). By having the Coach complete the 'Record of Coaching' section and recording the capacity is proof that they are endorsed for that machine.

When a rider renews their licence, their endorsement/s will be printed on their new licence.

It is the responsibility of the event official to check both a rider's Log Book and licence.

 
Cost of JCP and coaching permits
A coaching permit is required to conduct the JCP. However, provided the following is met there is no fee and the rider/s do not need a licence of any type:
  • The coaching session is only being conducted for junior riders to obtain a competition licence for the first time.
  • The JCP is undertaken as per the coaching modules in the new Kick Start booklet (and the JCP lesson plans).
  • A fee of no more than $30 is charged to each rider.
  • There are not licensed riders in the coaching session.
Can a coaching session have licence holders and non-licence holders in the same session?
A non-licence holder cannot participate in a coaching session with a licence holder and vice versa. If a coach/school wishes to provide coaching for both, the non-licence holder needs to take out a One Event Recreational Licence at a cost of $15.
 
How does a Nipper or Recreational licence holder upgrade to a junior competition licence?
If a current Nipper or Recreational licence holder wishes to obtain a junior competition licence they need to be treated the same as a new competition applicant and undertake a minimum of five (5) hours of coaching and riding assessment and theory test.

Once a Nipper or Recreational licence holder has applied for a junior competition licence they will be sent a licence, GCRs, Log Book and wallet (to hold all three (3) items).

 
Five (5) hours per year - When do current juniors start?
Current junior competition licence holders (obtained before 1st July 2006) will need to prove they have undertaken five (5) hours of coaching to renew their competition licence after 1st January 2007. This means that any junior licence that expires on or after 1st January 2007 will require five (5) hours of coaching for it to be renewed.

Coaching undertaken in the 12-month period of your current licence will count towards the minimum five (5) hours required provided it is logged in the Log Book and signed off by the Coach who undertook the coaching session.

Any junior competition licence that expires before 1st January 2007 can renew their licence as per normal, however will be required to undertake a minimum five (5) hours coaching in order to have it renewed in 2007.

 
Who is responsible for the management of the Log Book at the race meeting?
Senior officials of a race meeting need to check a rider's licence and all sections of the competitors Log Book. An official should refer to the GCRs (specifically chapter 3) for details on what to look out for. Once an official has checked the Log Book they then return it to the rider.

To ensure than an official does not unfairly treat a rider by imposing an inappropriate penalty, it is a requirement that both the Steward and Clerk of Course sign off on any penalties issued at a race meeting in the 'Record of Competition Penalties' section.
